The Municipality of Orani, Bataan, acting through its barangay offices, is the Personal Information Controller for data collected through the OraniLink Digital Services Portal.

2. Purpose of Data Collection

Your personal information is collected exclusively for the following official purposes:

• Resident identification and verification by authorized barangay personnel
• Processing of official barangay documents (clearances, certificates of indigency, residency, etc.)
• Filing, routing, and tracking of community complaints and service requests
• Delivery of official barangay and municipal announcements
• Compliance with Local Government Unit (LGU) reporting and record-keeping obligations

3. Personal Information Collected

We collect the following categories of personal data from you upon registration:

• Full name (first, middle initial, last name, suffix), date of birth, age, gender, civil status, and occupation
• Residential address and assigned barangay
• Contact number and email address
• Profile photograph (uploaded or captured via camera)
• Government-issued valid identification (image)
• Account credentials (username; passwords are stored using secure hashing)

4. Legal Basis for Processing

Data processing is carried out under the following legal grounds recognized by the Data Privacy Act of 2012:

• Consent – You voluntarily provide your data when you register an account.
• Legal obligation – The LGU is required by law to maintain accurate resident records.
• Public interest – Processing is necessary for delivering essential barangay government services.

5. Data Sharing and Disclosure

Your personal data is strictly accessible only to authorized barangay and municipal officials and staff of Orani, Bataan, on a strict need-to-know basis. We do not sell, rent, trade, or share your personal data with any third-party commercial entities. Disclosure to other government agencies shall only occur as required by law or pursuant to a lawful court order or subpoena.

6. Data Retention Policy

Your personal data will be retained for as long as you hold an active account on OraniLink, or for the duration required by applicable laws and government records management regulations. To request deletion of your data or account, please contact your Barangay Office in person during official business hours.

Under Republic Act No. 10173, you are entitled to the following rights:

• Right to be Informed – To know how your personal data is collected, used, and processed.
• Right to Access – To obtain a copy of your personal data held by the Municipality.

8. Security Measures

OraniLink implements reasonable and appropriate organizational, physical, and technical security measures to protect your personal data against unauthorized access, disclosure, alteration, and destruction. Profile photos and valid IDs are stored as binary data in a secured database. However, no system connected to the internet can guarantee absolute security.

9. Cookies and Session Data

OraniLink uses session data to maintain your login state during your visit. No tracking cookies or third-party analytics tools are used to monitor your activity outside of the portal.

For any inquiries, requests, or complaints regarding your personal data, please contact the Municipal Hall of Orani, Bataan or your respective Barangay Office, Monday to Friday, 8:00 AM – 5:00 PM.
